Sam Caligiuri helping those in need

Here's Sam (on March 8, 2008) advocating legislation that would enable towns to give a property tax exemption on new construction that's built explicitly to allow disabled people to stay in their homes with their family:
I think his idea has merit. Helping people stay at home, rather than going elsewhere, makes a lot of sense to me.
