PBC subcommittee minutes July 28 - hWg 38


Additionally, there was a meeting of the full PBC tonight. (I was at town hall as the Council liaison for the Retirement Board.) I'm sure the PBC discussed hotWatergate the Norton boiler project.

Are the minutes of this meeting accurate? Why does the town appear headed for accepting a boiler installation which includes relief valves which open every time the boiler starts up? Something is just not right if this occurs. If it is a pressure drop the plumbers want why don’t they install an off-the-shelf pressure dropping device?

It is not clear why a connection to the public water supply would be at a pressure so high it would open those valves. Where is this high pressure coming from?

However, if there is some other issue which will really cause the relief valves to open “…every time the boiler starts up…” someone needs to discuss the real cause and resolve it before the installation is accepted by the town. Maybe the boiler manufacturer or the supplier of the relief valves has some important guidance on what is required for properly installing the hardware which will address this type off problem.

Where does the relief valve discharge end up? Is there some sort of alarm warning of a discharge especially if could wind up on a floor?

Once again Bowman has no clue what he is talking about.

Read carefully. The engineer, who is responsible for the project and drew it up, directed him on how to do the work. End of story. That's what we're paying him for.

Bowman's experience has been called into question. Now you know why.

Perhaps it's time the Council attended PBC meeting themselves and asked questions of their constituents, or raised questions at the Council sessions about projects with the "taint". That is, "Something 'taint quite right with that project, y'know what I mean?". It seems ridiculous that the PBC liason to the Council can get away with these little notes.

11:51 I appreciate what you're saying, but... please consider that all nine of us are volunteers... so it's difficult to get people to commit even more time... not that your request is unfair... it's 100% fair. But at the same time, these issues (IMO) really need an involved electorate. Even the media can't stay on top of these things... particularly when it gets into engineering issues and such.

I offer that the real problem with the Council is a lack of thorough discussion. And yes, the majority will say that we had "endless" discussion on hotWatergate. But the reality is we never got clarity on:

1) the disappearing memo and
2) the delay in disclosing the corruption memo (along with no one highlighting it)

Again... I encourage you and others to attend meetings, write LTTEs and do anything else that can highlight topics of which you believe the public should be more aware.

In order to make sure gov't is on the right track, we all need to be involved.

Again though, I agree with your sentiment that the Council should be more aware of current happenings (they seem to have no sense of low ee morale), but as Jefferson seemed to state... we all need to take part.

How could we not have measured the room correctly?

With all the change orders I hope the public will be kept informed as to any cost increases especially since there weren't supposed to be any.
