I'm still at a loss as to why the voters should be asked to shell out two million bucks for the CHS heating retrofit... when we may have been able to finance it with a performance contract.

They don't get it. Keep trying.
Performance based contracts are impossible to award to the local boys.
WB will probably get this contract.
A performance contract in the school system would open up at least this portion of the school system to close scrutiny by an outside organization that might not be controllable by the school administration. That would not be good for the Plastic Playing Field management Superstructure. It is past time for performance contracting on the high school heating system.
