PBC hotWatergate reports - hWg 28

I'm trying to do a post on hotWatergate, but can't upload images. Dunno why. I'll try again tomorrow.

It is interesting though to read the PBC meeting minutes and see project delay talk being approved this time. Does anyone happen to recall if Matt Altieri mentioned hotWatergate delays in his recent PBC liaison reports to the Council in June or July? Here's his June 10 report:

Maybe it's just me, but a 39 day delay (approved on June 4) seems significant... and something that Norton parents may find of interest as it crosses into the school year. But regardless of what he meant by "technical issues," I'm sure these aren't the droids we're looking for.

As PBC liason to the Council, why does Mr. Altieri defer to the TM regarding project "details"? Was Mr. Altieri at either the June or July PBC meetings?

I thought I heard some problem with getting the necessary permits. Anyone else remember that comment at a meeting?

Doesn't the state set a time limit of October 15 for all boiler and heating unit work to be done in schools?
Where does this place the end time?

I wouldn't expect anything other than delays and even worse when the council votes to give the contract to an inexperienced local. How many boilers of this size has Matt Bowman installed.

I'm new here, have no kids, but drive by the Catholic Church on 42 a lot. I would like to comment: If the State or Town does not know how to set a manhole or catch basin at the elevation of the roads they resurface, how can they be expected to install a boiler that doesn't launch itself into orbit? My new Toyota thinks it is off-roading as I dodge the drainage structures, which were recently set with the same level that built the Tower of Pisa.

What is being missed here is how we got the screwing of a lifetime regarding Bid #1 for this project. The low contractor (CCC) suggested to "move" the time window of the project to a window just like it is now... their idea was rejected and their contract withdrawn by the town. Their bid was $70K less. Remember TC members talking about "fairness" and how this had to be re-bid to be "fair to all bidders"? Now the W-B gets an extension of 39 days (on a 70-day project?) before they even start because they say they can't get a permit with weeks to go before the project even starts. How is that fair and doesn't that open us up to more action from CCC and other companies that bid (using the TC's/PBC's own rationale)?

Does anyone have any idea if the town is being sued?

Sorry guys. There is no way this is just a series of screw-ups.

Here we go again. For all the high priced municipal help available to do the town’s official business it is amazing that project after project comes along with no realistic firm budgets, no realistic firm schedules, and all too often only nebulous deliverables. Maybe everyone thinks they have done their very best in spending the hard earned dollars of local tax payers but this tax payer has been appalled for some time at what, on the surface, appears to be a total lack of respect for tax dollars taken from the town residents.

How can our paid professional municipal super structure and our multitude of elected and appointed representatives allow this type of behavior to continue? Wanna bet if it does, one day all the folks who can still afford to pay property tax just might be paying it somewhere other then here?

I don't understand why a permit would delay a project.

Didn't Cheshire Investment, Edward and Steven Bowman submit a plan to P&Z for storage tanks at the Biomess after they had already been built and shortly after F&S Oil went bust. They didn't even own the building or the tanks. u

i wonder if steven bowman is tired of getting his name dragged into Cheshire Investment when he has nothing to do with it. I wonder if people could, before posting, get their facts straight. It's too bad that someone who has been battling Medulla Blastoma for the past 19 months has to have their name dragged through the mud.
