So if I'm reading this correctly, it seems that if you stay nearly 1/2 million under budget for certified salaries, that allows you to use that money elsewhere in the budget for items that you go over budget on. This doesn't make sense. The super should know exactly what will be spent on certified salaries.
The new board needs to make sure budget requests for each account are more on target with previous expenditures. Maybe then they won't shift all the money around at year end leaving everyone wondering exactly where it went.
Tim, what exactly are we looking for? Although I appreciate the timing of posting these budget variances right at the cusp of the 2010-2011 Super's budget presentation...Are you just stoking the fire/creating a diversion or are you trying to arm us with factual issues we can approach the BOE and/or TC with during the budget process? I hope it's the later.
I hope that, at the very least, the audit committee can explain whatever it is we're looking for in these budget moves.
I'm not trying to stoke anything... just showing which accounts are impacted by the annual June 30 transfer. For the most part, I think money gets move to operations & maintenance.
Doesn't the budget get audited every year? I believe it does so wouldn't the audit committee be able to explain which money moves between which accounts and why come June 30th? Or does the audit committee not look into account transfers (or not care)?
I get that account transfers are bad...I just don't understand why. Is there some kind of smoking gun that will be presented at some point? Get to the point already, stop teasing us! :-)
I agree, what are you looking for? Transfering money is something that every Dept in every town does. There is nothing new going on here. Hopefully whatever you find will be earth shattering because all you are proving is the sky is blue.
Maybe Tim is just providing information in the hopes that more people will become interested in the town and boe budgets and perhaps attend some of the meetings. That is what the boe and town budget committees would like, right?
