I'm just a bill

Boy: Woof! You sure gotta climb a lot of steps to get to this Capitol Building here in Washington. But I wonder who that sad little scrap of paper is?

I'm just a bill.
Yes, I'm only a bill.
And I'm sitting here on Capitol Hill.
Well, it's a long, long journey
To the capital city.

So how does a bill become a law in CT?

Well this bill (5113, LCO 11) is an example (click the bold face to see the actual bill):

AN ACT AUTHORIZING BONDS OF THE STATE FOR CHESHIRE HIGH SCHOOL.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the State Bond Commission be empowered to authorize the issuance of bonds of the state in accordance with section 3-20 of the general statutes, in principal amounts not exceeding in the aggregate eight hundred fifty thousand dollars, the proceeds of which shall be used by the Department of Education for the purpose of providing a grant to the town of Cheshire for the renovation of the sports and band complex at Cheshire High School, including the installation of synthetic turf.


Just yesterday, this bill got referred from the Education Committee to the Finance Committee. And so this bill is not just "sitting in committee."

This is great-I am in full support of this and it will be a way in which the taxpayers of Cheshire will be able to fund much needed improvement in our fields without a direct taxpayer out of pocket1

I am happy to see that this worthy project will be moving to the final conclusion. We could use this way more than the lin. trail and it will be used by many more citizens than the trail. Finally a project for chshire that we can all be proud of!

Let me see, we cant get affordable tuition at state colleges any more, we cant get property tax relief, we cant lower income taxes, we cant do away with the car tax, we cant afford universal healthcare, but we can pay for artificial turf.

Write this one down, any legislator in Cheshire who supports this trash deserves to be ousted from office, I dotn care what they have done or who they are or what their party affiliation. This state has no business paying for unnecessary artificial turf fields.

As to those who claim this doesnt coem out of our pokcets?Who do you think is gonna pay for this in the long run, the little mouse in your pocket. I will say it again, the elected officials in this state are corrupt and needed to be booted from office.

Shell game! All bonding bills get a strict referral to Finance. Finance in turn does not usually act on these bills by its deadline.

So no its really not moving ahead just procedural in nature.

Looks like Councilmen Ecke (brother of football coach) and Alteri (big sports coach and teacher's union official) have been up to their old tricks again....slipping this in without the Council or the townspeople knowing about it.......at least not talking about it in public.
Are these people NUTS? The state is BROKE......teachers' pension plan 6 BILLION (THAT'S WITH A B!!) in the hole....the state employees' pension fund 8 BILLION in the hole and the state's debt still one of the highest per capita in the country.
And these people want to BORROW MORE for artificial turf?
Connecticut needs a full scale taxpayer revolt or maybe the productive people should just move and let the idiots who run this state pay for their own stupidity.

I run on the track all the time...we dont need turf...I see this field everyday//////about 365/yr....sounds like a parent thing to me

havin played one those field all through high school I can say we really need a makeover and it will be great if it were turf-I say we get the money and build the field with turf-my vote is yes Tim.

As a life long Cheshire resident I look favorable on these kinds of upgrades. We can have nice things here in town and we can take care of all the citizens-just because it is not your cup of tea does not mean that you have be negative-can't we all live in peace?

6:07 Did you actually graduate from CHS? Maybe the state should give the $850K for use in improving school instruction as it seems to me, after reading your post, there's a real need there.

The turf is a bad idea. It's a total waste of state money (our tax dollars) when there are so many more important needs like 3:15 and 4:06 mention. Anyone thinking this won't cost the taxpayers money out of their own pockets is crazy. It will likely cost more than $850,000 and in 8 - 12 years it will cost the boe $300,000 or more to replace. Any savings in maintenance costs won't nearly make up that much money. The boe never voted on this project that will have an impact on their budget. It's just being pushed through the backdoor by Fritz, Altieri and his sports buddies that he and others recruit to show up at board meetings. It should be a referendum question but I'm sure the dems will find a way around that too.
What a game these people play.

Tim-There is a real need to do someting for Cheshire fields. If CYB is willing to pitch in and help then maybe we should try to get our state reps to help-I will support this as a state bonding commission issue. It is well worth it. The people on the blog who have an ax to grind against Dem. councilor or council member should also remember that Mr. Schrumm asked for $$$ in the last go round with the state for lin trail money-something that was soundly rejected in 05. At least the turf has a group that is behind it-unlike the rail trail.

I will say it again, I am a republican and if Adinolfi supports this bill via vote, I will personally donate to whomever runs against him next time and will actively campaign against his relection.

You cant claim to be a conservative Al and vite for this crap. That goes for others as well.

We need to elect people who will stop this. Once these people are in place this will stop. Until then I am not sure that if we reject the money, it just won't go to another town. My problem is that if we say no thank you, the next town will say yes and the taxpayers in Cheshire will still be paying and not getting the benefits.

What we really need is a Governor that will stop it and stop it now. Maybe some of the republican on the council should run for state office.

8:57 Don't compare this to the linear trail and don't drag Schrumm into this. The linear trail went out as a referendum question and it got voted down. So be it. Is the turf going out to referendum?? Let the people decide like they should.

ONe project has citizens behind it and will not cost cheshire taxpayers directly-the other was supported by Schrumm and was killed at last local election. Does compare.

I agree, the turf should go out to referendum. It will cost the taxpayers in the long run. I don't recall that the BoE even approved this. Let's let all the citizens of Cheshire decide like we did with the linear trail extension.

Sending it to referendum could be a great idea. But I'm pretty sure that we cannot do that under the charter. Which leads me to something I've said before...

Charter revision.

I think we should do one... there are other changes I'd like to see happen. But besides that... we haven't done one for over ten years... and I think it could be good to do it from time to time.
