PBC Chairman on Norton boiler conclusion? (hWg 44)

Here is the PBC Chairman speaking to the Council at the November 12 meeting: So is the Norton Boiler project finally done? Will the door finally be shut on hotWatergate?

Now we have to question the engineer and how much was he paid to be so wrong?

Good article in the NHR today about the Biomess plant. Carlton Helming wants the judge to award ownership of it to Citizens Bank. He blames the Bowman family for subverting the plant from being auction off presumably to acquire the plant at a discount. Says 27 Bowman family members have stake in Cheshire Investment. It raises the question of if there are any family members that aren't part of Cheshire Investment.

Wow! This should be front page headlines. Wonder what the Cheshire Herald will say.

When Slocum asked if we came out over or under budget on the boiler job, McKinney didn't really answer the question. He just said there was some change orders - nothing significant.
Since the fire eye control wasn't compatible, what control was used? Was it cheaper?
Why aren't things made clear at these meetings?

I try. Unfortunately, my allergies were kicking in last Tuesday and I failed to ask my question about why the Oct 15, 2008 deadline was NBD... while everything came to a crashing halt for the Oct 15, 2007 deadline.

And of course the substantial completion date was Sept 15 and final completion date was Sept 22... and it's now mid-November... but we're not supposed to talk about those deadlines. We need to just move along.

I’ve been trying to comprehend PBC Chairman’s recent comments on this issue. Now the engineer’s memo must be added to the mix. Having watched on a number of occasions where town building officials have clearly let this owner of property and other property owners in town down with poorly performed inspections missing important issues, to say nothing of the sloppy state licensed workers who actually did real poor quality unprofessional work, I am not in the least surprised as to how this one high profile job is turning out. It appears to have entered into the final character assassination stages based on the recent PBC Chairman’s video taped comments.

Based on PBC Chairman‘s statements on video tape I’d have to say he and possibly the town government body he represented have an axe to grind against engineers practicing here in this state. The chairman came across as someone who’d rather deal with a plumber for engineering design work then an engineer. Of course at least in this state that violates many legal requirements in addition to common sense issues. The PBC should have a better understanding of the needs for formal engineering calculations, engineering specifications, engineering designs and competitive bidding in public building activities. This project in particular has shown that the PBC and town municipal work organizations don’t understand how to conduct building projects.

Please don't forget--in 1993, $500,000.00 was appropriated & spent on Norton Boilers.....Commercial boilers easily last 50 years.....

Tim, is this true about spending 500K in 1993 on Norton boilers? Who did the job then? Why were they replaced now?

My understanding is that the $500K spent in 1993 (as part of a new addition)replaced some but not all of the boilers. CT State Inspector found them in 2005 to be "safe" but also commneted that that the whole system was "kludged" together. What's happening is each TC and BOE elected group does "just enough" to keep things going; no one fixes or repairs anything "right"
