State grants besides ECS (education cost sharing)

The CT Conference of Municipalities offers this explanation on the state's non-education municipal grants:If you run for Council next year, I suggest you learn this terminology.

Also remember that these are "formula grants." The Altieri / Fritz / Amann turf was not a formula grant. It came from Amann's $12,000,000 annual slush fund $12,000,000 annual "discretionary fund." There's no "formula" involved... just a Rubber Stamp!... courtesy of the State Bonding Commission.
