Caligiuri on tax reform

Reported by the New Britain Herald:

Last week The Yankee Institute for Public Policy, a state-based think tank, released with little fanfare a study, a Taxpayer Bill of Rights, on how to save Connecticut’s financial future. State Sen. Sam Caligiuri, R-16th District, believes our state income tax has made it easier than ever for the legislature to spend more than the state can afford.

We never had it and we got by. We have it and can't get by. It didn't work and has people leaving the state and turning others away.
