"Safety citations" for kids

From the MRJs Stacy Graham Hunt:

Cheshire police issue "Safety Citations" to young people who wear safety equipment when riding in a car, on a bicycle, skateboarding or rollerblading.

The citations can be redeemed at participating local businesses.

Tim, that is ll well and good, but I have a question in regards to the skateboard park. There is a sign that says you must wear helmets, but if you ever go to the park you usually see a lot of teenagers riding bmx bikess or skateboarding without helmets. Who is resonsible if one these kids gets injured in there? Is the town?

I can't bring my children there anymore because it is too dangerous with these older kids and then I have to explain to them why they need to wear helmets and why these others aren't.

If the town is liable, I would lock the gate of figure out a way to enforce the helmet rule.
