Esty learning the ropes in Hartford

First-term Rep. Elizabeth Esty, D-Cheshire, got her first state paycheck, but not her official ID before she took her General Assembly seat.
Esty was a bit mystified Wednesday that she could get paid, but had to wait until she took the oath of office to get a photo identification card.

by that reasoning, how do most of them get paid?
