Pole posting text (GCS 23-65)

Connecticut has no overall state statute prohibiting placing posters on all public property. But there are specific sections of statute that prohibit it for specified objects on certain types of public property.
Connecticut statute sets a $ 50 maximum penalty for each offense for anyone who "affixes to a telegraph, telephone, electric light or power pole, or to a tree, shrub, rock or other natural object in any public way or grounds, a playbill, picture, notice, advertisement or other similar thing, or cuts, paints, or marks such tree, shrub or other natural object, except for the purpose of protecting it or the public and under a written permit from the town or borough tree warden, city forester, or commissioner of transportation. . . " (CGS § 23-65(a)).
CGS § 23-65(b) further sets a maximum penalty of $ 50 or imprisonment of up to six months or both for each offense for anyone who "affixes to or maintains upon any tree, rock, or other natural object within the limits of a public way or grounds any paper or advertisement other than notices posted in accordance with the statutes. "
Outdoor advertisements such as billboards cannot be set up even on private property without a permit from the commissioner of transportation (CGS § 21-50). But advertisements and signs also cannot be displayed within 100 feet of any public park, state forest, playground, or cemetery, or within 15 feet from the outside line of any highway outside the thickly settled or business part of a city or town, except on the walls of a building where the goods are sold or the business in question is conducted (CGS § 21-58). Violations are subject to a fine of up to $ 100 for each sign (CGS § 21-63).

I go out every night and find these signs and tear them down. I feel I am actually helping the police as I am a fully posse man as it states in the const. I am going out every night until I get them all/

Taking the law into your own hands. Is that a great idea? Call the police. What is this Dodge City in the 1800's?
It's a very sad day when you realize that our local government gives special treatment to few local developers and W/S special. They speak and our town jumps into action.
They get flood damage and the town rushes emergency financial relief to them.
Since they don't want the public to learn the truth, that the 400 acre interchanger zone can easily become one of the largest shopping centers in New England, with multiple malls and 100's of residential rentals, they call the town for help in crushing any and all veiws that differ from theirs. And, the town jumps to enforcing an old state law that says attaching anything to utility poles is illegal. All the reasons given for not attaching anything are bogus. The utilities say they don't care as safety is no issue with the use of bucket trucks, they don't climb poles anymore, the poles themselves are the biggest obstruction to the sightline and most postings are removed when no longer pertinent.
Postings on poles were not a problem until the these developers became concerned that the posters might start townspeople to begin looking at the real costs and benefits of this massive zone change and the real impact on the town.
Why do these developers get all this special treatment at the expense of everyone else?
From where did the order for the police to crackdown come from? Did anyone consider this crackdown restricts our freedom of speech and it eliminates a means by which we communicate easily and quickly with each other?
Maybe we really need a Police Commission to make sure the rights of all citizens are protected.
If anyone knows where there are any signs please post them here so I can tear them down and burn them in my fireplace. They help me keep my house warm. I tore down about 40 yesterday and went into several rest. and told the owners I was taking the signs and would bring back new ones on MOnday. They said fine but they won't be seeing those new ones any time soon!

I agree we need a Police Commission to make sure that some people don't get special treatment and it would make everyone more comfortable that there is independent oversight. Who does the police chief report to?
We also need an Ethics Commission to investigate incidents that appear to have conflicts of interest.

11:00:00 - I have a feeling the non-constructive intentionally immature (not referring to any side on any issue) posts are coming from just one or two individuals. If the rest of us stick with consistent handles I think things will run more smoothly. Most importantly, constructive and reasonable contributors can set themselves apart from the crowd over time -- just stick with it and we'll all figure out who to pay attention to when parsing through the comments.
If this is going to be a dinner-table brawl, I'd rather there was a way to figure out who is sitting with the grown-ups and who's at the kids table.

Interesting on all parts. We do need to stay professional and not be children. In regards to a police commission - why is this not needed? Same thought on why no Fire commission exists. Why not have a Police/Fire commission? I know the rules in town - but anything can be done if wanted.

Re: pole posting and signs on property - What does this mean for all the campaign signs that are out all over come October? Are they illegal? I know we had a couple administrators who stole signs one year and of course, now they're out of town too, but this is getting nuts!
Something is fishy for this to now become an issue.
A police commission and ethics commission are sorely needed in this Cheshire.

Why all of a sudden are pole postings a problem? Is it because a few special developers don't like the opposition to their development? You bet it is and that tells you a police commission is needed for the very fact of stopping special interests from influencing police enforcement or lack of enforcement. How do these people pull the strings to make what they want happen? How do these people get special treatment to stamp out any and all signs of opposition?
Think about it.
Last night I got some of the neighborhood high school kids to do a civics project. We tore down all the anit mall signs and I had the kids write and essay about how they were doing their civic duty as fully functioning adults and advancing the cause of family values. It was a wonderful night and I think we got all the signs in town. Go WS
If this person is taken signs down in restaurants etc and telling them he will be back monday that's wrong and illegal. Someone should report him and many know who it is. By now the police should know who it is . It's the same person complaining about the signs on the poles.You don't need CSI to figure this out. Why don't they do something about it?????

Did AT&T make a formal complaint to the town of Cheshire? If they did where is it? They own the poles don't they? By the way did Cheshire give them permission to place does huge green things on the poles? Someone could get hurt if they try to climb those poles.
