Anything, but straightforward

For anyone who is unaware... I'm an auditor by trade. So by definition, I investigate... I review documents and processes with an eye for "completeness" and "existence," among other attributes. So this type of stuff is right up my alley. Anyway...

I think we (Cheshire bloggers) have already concluded that placing reliance on data found on the town website is a roll of the dice at best. But what other problems may await the proposed investigation?

Well, here's one possible obstacle:

Here you see the (unadopted) Council minutes from the June 12 meeting. Take note of 12B. Do you see the name of the newly appointed WPCA member, Michael Solomon? I don't.

So I reviewed a few sets of other Council meeting minutes. What did I find under appointments? Nothing. And, unlike the Town website, I'd say that "minutes" are probably a "legal" document.

But what could this lack of detail mean to the investigation?

Well, if minutes are routinely adopted without a mention of the names, addresses and terms of appointment... that could be a significant gap in the "audit trail."

Alternatively, the Clerk of the Council does maintain audiotape of meetings going back for some time... but I'm not sure for how long. As well, most meetings have been getting videotaped for several years. But oftentimes the video production ends before we get to "appointments to boards and commissions" on the agenda. So that's another crapshoot.

Of course, the governing document is probably the physical sheet of paper upon which the Council votes. But for what it's worth... those sheets are handwritten and, I believe, they've been known to include chickenscratch... with names and dates getting crossed out and rewritten immediately before votes are cast.

So if you're thinking that this will be straightforward... maybe it will be. But I tend to doubt it.

Also, Tim, take note of the motion in the minutes - It was made by a "Mrs. Ecke"! And it doesn't show who seconded the motion. Are the dems trying to get a "Mrs. Ecke" on the council?? Or is this just one of many clerical errors? Seriously though, the minutes should be MUCH more detailed.

How many more ways can we try to get out of this
Someone tried to mess around with the terms behind the council's back

This may be a plausable explanation...If council approves the nominee it still requires the "appointed" official to be sworn in by the town clerk. This may explain why your minutes lack the appointee names. Its an action by town council yet still unofficial.

In Feb, Estey allegedly found an error, did she get it corrected? How did she get it corrected? Did she go to the Town Clerk and thell her to correct it on her word alone? In any case it was no big deal then, now in June while the P&Z Commission is deliberating on a text changes that could allow their pet project to go forward, they make these charges of sinister shenanigans aimed at stopping the mall. In reality, it looks like they made the charges to gain support from P&Z commission members by getting them mad that someone would try to subvert the system.

As soon as P&Z votes, they will soften their charges and say we need a better process.

If you think this is tied to the North End you are crazy. The only people that think that are the people that tried to use the system to keep Pelton on for that reason. Not sure that Pelton ever spoke in public about the North End, but it is very clear that many see to think that he was against and wanted him to stay for that reason. So if all of the republicans knew they were playing a game and the ends justified the means.

11:08 I did not blame the Clerk of the Council. I'm just pointing out areas where the "audit trail" gets murky... and noting that this proposed investigation may be "anything, but straighforward."

Besides... Clerk just writes a draft. Council adopts the minutes.

Tim Pelton is a good person and I don’t believe that he had anything to do with this mess, but you might find the following of interest:

A few years ago Republican Keith Robertson resigned from the town council. The Republican nominating committee recommended Sandy Mouris. David Schrumm said no, he wanted TIM PELTON and he said he would NOT support anyone else.

Coincidence? Nothing to do with the present situation?

I doubt it.

Never realized that there was such a tie between Tim and David?

Wasn't Robertson fored to resign as part of a plea deal, another proud day for the Cheshire Republicans?

If this Zone change passes and once the people find out what really happens to their town and their taxes, I can assure you that the people who voted for it, the other supporters, including the town employees, will end up being the most hated people in town.

All of these people have had more than enough time to figure it out what will happen, that this will forever change Cheshire in many negative ways and instead of tax relief, it will add to the burden.

They will not be able to say that they were surprised. They have been warned by the opposition as to the negative consequences of this bad use of this property over and over. They have been reminded over and over again that the best zoning is the current zoning and if left alone it would provide a positive return to the town and decent paying jobs.

The CAVE men of Cheshire are here again now to say that anyone who supports the north end will be the most hated people in town. What they don't see is the people are going to loveit
they will have to go back to finding new enemies to make.

They sure will be when they have to pay for more teachers; have overcrowded classrooms; school redistricting; build more classrooms; pay for a paid fire dept; build a new fire station and equip it; spend millions to upgrade the sewage treatment plant and maybe it will cost 10s of millions; hire more police for traffic control and crime; have the state spend 10s of millions to build a cloverleaf at rts 10 and 691 and the widening of rt 10, we are also the state taxpayers. All this to build 400 acres of malls, 100's of apt, and condos.

Thank the boys from W/s and Doug Calcagni and Paul Bowman, Paul the man that was a town councilman and later sued the town because they didn't approve his 200 apt application. They don't mind taking $500,000 of our tax money to fix their property.And there is Matt Bowman who will tear down opposition signs and flyers, even off of private property. Why does Matt tear down opposition flyers? Is he just a good brother or does he also own property in the interchange zone. Why does the Town Council question this behavior of a Inland Wetlands commisioner and question some date error on the internet?

A lot of people will make big bucks on this zoning change of 400 acres that are ideal for the business purposes they are currently zoned for. While they make the big bucks, the taxpayers will have to pay the check.
