School budget V: Instruction

I had an Energy Commission meeting tonight and the Council is tomorrow night. So this is just a quick post without much analysis... I figured you can take a look and see if you have any questions on this fifth (of six) parts of the school budget.Ok, ok... I guess I have to offer a wee bit of commentary. I'm an auditor and I just can't help myself. See... being a beancounter by trade means that I believe 1 + 1 = 2. And when I don't see that, I start to ask questions. Such as in this case where the "sum" of Instruction Accounts = $3,203,185... but the "total" Instruction Account = $3,272,199.Huh?

Not to worry though, by the time the $3,272,199 got transferred to the Mission Statement page, all the numbers were back in order! So what's my take on this? Not much really. I'm sure it's just a simple error. But I wasn't exactly looking for errors either. So when I take this in conjunction with my question a couple years ago (how many teachers do we have?) for which no one had an answer... and a dozen other head scratchers that I never mentioned publicly... it kinda makes me wonder... as an elected official, should I be asking questions?

Questions do require critical thinking. And that can take time. And since I'm pretty busy, it'd be easier for me to avoid thinking and avoid questions.

So maybe I'll just avoid all that and take advantage of the fact that there's a new sheriff in town... with a new motto...

Council does not need to know what is going on...

Yippee! I don't have to go to anymore meetings!

Tim, my daughter tells me that the high school actually has staff that will go to a classroom to escort a student from point A to Point B if that student has a prior history of roaming the halls. Can this be possible?

That is a "ground level" question. Don't you know that the Town Council isn't suppose to know what is going on at the ground level.
Similar to the Turf issue. That too is a "ground level" issue. But wait, Matty boy is all for it...hmmm. What is the definition of ground level?

Yes, this is a simple error, but one of many that has showed up over the years. It all goes to creditability, if the details don't add up, the entire budget should be questioned. don't blow it off as a small error, it point to lack of discipline and accountability

Tim, someone has to ask questions. The BOE would love it if we rubber stamp everything. The trouble is there aren't enough questions asked.

What are people afraid of? With more questions there will be better products, solutions and yes budgets.

I liked it better when you weren't so cynical as often. :(

Quod... point taken. Thanks. I appreciate your thoughts.

The BOE budget lacks any checks and balances. It's all up to one individual. My guess is that not a single member of the BOE looked at this budget with any real interest. After all, it's not their job to question the Superintendant.

7:34 I get the feeling that some Council members also feel they shouldn't ask questions. It's a really troubling pattern I see.

It's time for a new superintendant.
He's out of touch with the concerns of the taxpayer.

Tim:

Don't worry. Nobody has to ask any questions and any attempt to discuss things is just a waste of time.

Like the Northend, the decisions have probably already been written.

I was one of the two people that attended the Boe budget meetings. I submitted in writing (handed to a board member) 6 questions directed TO board members. The board member read the questions and the superintendent gave the answers to all but one question. I didn't want his opinion or crafted answer; I wanted to hear from the board members. It was disappointing.
After the meeting I spoke with the one woman on the board and got into a discussion about the turf field. I tried pointing out the possible health issues, costs etc and she said it was a town field and it was up to the TC more or less as to whether it gets done. She obviously didn't do any homework on the topic and doesn't seem to realize that all costs associated with the field currently come out of the BOE operating budget. Amazing how she either didn't know or didn't care to know.

A $65,000,000 BOE budget would cost over $361,000/school day.
