Council agenda 2/13

My "Council packet" did not have an agenda included in it. However, it did have supporting materials. So here's my attempt at drafting an agenda based on the support I have:

7A) call a public hearing for the operating budgets, incl WPCD and pool

7B) Veteran's tax exemption

7C) Elderly tax freeze

7D) Elderly tax credits

7E) ???

7F) Darcey school partial roof replacement

7G) Norton school partial window replacement

7H) 06/07 audit

7I) Small Town Economic Assistance Program (STEAP) Grant - West Main St.

7J) lease property at corner of Jarvis and Marion to Arisco Farms

7K) bid waiver for police tasers

7L) accept $546,000 from the State for the DeDominicus property

7M) Charter revision explanation - it's just a memo, but watch for the Opponents of Accountability to advocate four year terms.

Why does Cheshire get less money from the state than other towns? I know Cheshire is considered a rich town, but not everyone in Cheshire is rich.

Is the amount that Cheshire gets based on income or on the value of the realestate? Where can one find the rules?

Where does the money; $546,000 in item 7L go to when the Town gets it? How will that be spent?

Where can one find the rules?

The "rules" begin with Scheff v. O'Neill and the formula for the ECS funding.

However, while many legislators point to that case, they're being less than candid. Why? Because the ECS formula is not funded according to the "rules."

For instance, if the state collects $100 in taxes and the "rules" call for $80 to be spent on ECS (leaving $20 for DOT, DRS or any other dept), then the state could fund ECS at $80, but will likely decide to fund ECS at a level below $80... with the balance going to other places, such as Amann's "slush fund."

I believe the rules governing the allocation of ECS funding are fairly clear. The hitch is that the state underfunds ECS and overfunds "slush funds."

This story plays out in several areas... with various funds (such as PILOT or Pequot) going up or down in any given year.

So if you go to the state and ask for the "rules," you'll probably get a perfectly rational and reasonable explanation that proper rules exist.

You'll be told that everyone gets their proper percentage (based on law, etc.) or slice of a particular pie.

But my ongoing followup question is... how do you determine the size of each pie?

That's where the "back door" politics comes into play with the smoke-filled rooms of fat cat politicians... the same place where people receive their "no-show" jobs... if you can get the answer to that question... then you'll probably be getting the answer to the question you're trying to understand.

It goes to the "open space account." It can only be spent on open space... though open space is defined pretty broadly. I'm pretty sure the town can use open space money to buy any land... even a vacant brownfield... not just forested land.

No show jobs? Isn't that the same thing as stealing and therefore anyone giving or taking these jobs should be arrested, refund the money and go to jail.

7:53 I'm not sure where the list is posted. Ernie Newton may know... or others may be able to tell you where to find jobs for which you need not be qualified.

Number 7J,

The only reason Arisco leases the land is so he can claim he has 40 acres and get 80-90K form the State every year as a reward for planting crops. he pays $3500 for the lease. We should ask him if he willing to pay 50K fir the lease. He gets paid from the State to plant, not to harvest.
