Prisons and the ND

The Courant did an article today entitled "Prisons in crisis mode" (by Katie Melone). While describing "tough on crime Republican" Sen. Sam Caligiuri's quest to keep violent criminals behind bars, the article describes another dilemma facing Cheshire:

the town of Cheshire and at least one of its state representatives are opposed to opening the north block to inmates. The prison, which emits roughly 450,000 gallons of wastewater each day — 100,000 more than in its contract — eats up capacity at Cheshire's water treatment facility. If inmates were added to the north block, the prison will further cut into that capacity, which the town would rather be using to accommodate development of some kind, says Michael Milone, the Cheshire town manager. Furthermore, added inmates would bring the town no added tax revenue, whereas development would.

So again... the proposed northend development will be a net tax benefit to the town.

And remember... if you repeat something enough times, eventually it will be true!

And staying on the topic of crime... in case you missed this story in the NHR (by Luther Turmelle), I don't want to see these people further crowding the burgeoning prison system.

Maybe our state "representatives" can get the town money for stuff we really need, like sewer plant repairs, instead of toys like astroturf

With more prisoners we would at least have a captive clients. They would contribute to the Town's revenue through an increase in the PILOT money. (PAYMENT IN LUI OF TAXES)

Mr. Milone is always ready to step up and protect the mall and the local special interests.

It's O'k for the mall, hotel and apts to take sewer plant capacity that doesn't exist, and speak up against the opening of prison cells that are just sitting there with no benefit to the taxpayers.

The W/S proposal will never return a positive tax return for the town of Cheshire and Milone knows it and he knows that the Pilot money is a positive return. Cheshire does not have to pay 1 cent for the education of inmates and the prison is never going to change route 10 into another extension of Queen St.

About PILOT... that would be based on property value. So whether the prison is used or not would likely have little impact on the PILOT payment. At least real property probably would increase a great deal, though it may.

If the mall revenue projected by Milone falls short of his estimations, he should be fired.

Now all the supporters of the NE development ( Town Manager, Economic Dev Comm Chairman, and CCC) are concerned with Rt 10 traffic and prison expansion etc. They put the cart before the horse. They also want the STATE to do something about TRAFFIC. We created it why should the STATE give a HOOT. What were they thinking?
