Capital Budget '10/11: library

Here's the TMs proposed capital budget for the library:And here's the rationale for the RFID system:I'm confident that the Budget Chairman, David Schrumm, will be asking about the shrinking staffing levels. Personally, I never want to see layoffs. But we're facing a really tough reality. And I'm comfortable reducing headcount through attrition.
