Council & Ordinance Review agenda 10/16

ORDINANCE REVIEW COMMITTEE AND JOINT SPECIAL COUNCIL MEETING; 7:30 P.M., TUESDAY, OCTOBER 16, 2007; ROOM 207, TOWN HALL, 84 SOUTH MAIN STREET, CHESHIRE, CT

AGENDA:

1. Roll Call.
2. Pledge of Allegiance.
3. Discussion and action re: volunteer firefighters’ pension ordinance amendments.
4. Discussion re: review of responsibilities of the Public Safety Commission.
5. Discussion re: review of procedures for maintaining Commissions List document and terms of appointed officials.
6. Discussion re: updating and maintenance of Code of Ordinances and amendments.
7. Discussion and action re: Code of Ordinances book fee increase.
8. Discussion re: status and future administration of elderly tax freeze.
9. Discussion re: role of Town Historian.
10. Discussion re: Building Use Policy.
11. Discussion re: Public Building Commission Rules and Regulations.
12. Discussion re: blanket bid waivers.
13. Adjournment.

This is interesting. Until I read this a second time, I thought this was an ORC-only meeting. But it's actually a special meeting of the full Council. And if I'm counting correctly, that's at least four full Council meetings this month... of which I'm aware (Tues Oct 9 - regular; Tues Oct 16 - special mtg w/ ORC; Wed Oct 17 -special mtg w/ Park & Rec; Tues Oct 23 - special). Aside from budget time, I don't think I've ever seen four full Council meetings in one month. I guess there's a lot of stuff that needs to be done urgently.

8:14, You're projecting onto others whom you perceive as your enemies, rather than deal with your own unresolved anger and bitterness.

And from the year or so you've been accusing others of being angry and bitter on this site, I'd say you're obsessed with it.

I'm pretty sure of the projection and obsession part from your own evident pattern.

My guess is you're also transferring your unresolved anger towards a father figure onto Republicans like Mr. Rumsfeld. I can't say this for sure without meeting you, but it's a classic pattern of transference.

Mr. Rumsfeld had his problems, but he's not your real issue or enemy. Professional counseling can help you come to terms with your real enemies.

What's wrong with the Democrats on the town council? Why did they rush the approval of the town's taking over of the Stratmore dam, before really looking at the alternative of having the dam removed.

Someone said that just to fillout the permit request for removal could cost over $47,000. No further checking was made to determine if this is an off the wall estimate or could be real. No one got an estimate for the actual removal cost, so this is unknown.
The owner, did not supply any repair cost.

If one knew the cost of the permit plus the removal cost and compared it to the repair cost, one would have a much better information on which to make a decision.

The other costs that would have to be considered are the estimated $2,000 liability ins cost that D Visconti offered. Another cost which D Schrumm felt could be are future dredging costs that if need could be 6 figure costs. Whether dredging would ever be necessary is a question. Could the town merely let the entire pond fill in to the top of the dam and never have to do anything, who knows. Then there is question of an annual amortization for future maintenace and repairs. As one can easily see the operational costs of owning this dam can be very high and one can see why the homeowners don't to take ownership and why the builder wants this millstone off his neck.

So, with so many questions open and with a significant permanent future liability placed on all taxpayers, why was this pushed through by Chairman Hall? It's been years waiting for an answer, why all of a sudden did it have to be rushed through?

The childish talk here does not change the fact that the Democratic majority has loaded up the latest council agenda with many items that have been neglected for a long time. You can try to distract attention by labelling critics as caveman, but the fact remains that the record of the current majority is not particularly good.

The firefighters pension is almost two years old. The Public Safety Commission discussion is 6 months old (and the result of Cindy Kleist's call for a Police Commission). Item 5 is the D's response to the false allegations they made against the Town Clerk's office in June. Elderly tax freeze discussion is (conveniently) right before election day. Unequal application of the building use policy was brought up by Tim White months ago.

Four council meetings in the month before elections? It's pretty obvious what's going on here.

Nobody will know about this (special) meeting and not attend to voice their opinions. This is how this council has worked since the D's have had the majority. They don't give citizens any notice and ability for input. Low attendance and no comments. That is a great council. A change is needed.

Congratulations to the Cheshire High School girls swim team. Tonight they set a national record with their 235th consecutive victory. Their last loss was in 1986. I bet most of you were talking about the same crap twenty-one years ago.
