The kid in the photo was shoveling garbage to keep the water flowing. Also, the floods are effectively used as a cleaning mechanism.
Storm drains and garbage collection are a wonderful invention.

This Thanksgiving we should all pause and give thanks for the many blessings we take for granted. Even the poorest in America have more of the basic necessities of life than many others on this planet.
