Likely Council Committee assignments

Here's an idea of what you can expect for the Council committees:

Audit - Michael Ecke*, Andy Falvey, Tim White

Budget - David Schrumm*, Tom Ruocco, Michael Ecke

Ordinance - Anne Giddings*, Jim Sima, Justin Adinolfi

Personnel - Tom Ruocco*, Anne Giddings, Michael Ecke

Planning - Jim Sima*, David Schrumm, Justin Adinolfi

Solid Waste - Andy Falvey*, Tim White, Justin Adinolfi

  1. Ecke on any committee is a disaster. And to make him Chairman of Audit is an insult to every Cheshire resident that voted the Republican majority back in. He won by default and you make him chairman of audit????????

  2. Every one of the committee chair assignments looks just right in matching strengths to tasks, with the possible exception of Ecke. But I suppose the new majority is trying to be magnanimous in victory, so why not. Ecke can't do much harm now.

  5. I can already see how the Republicans are setting themselves up for defeat in 2011, Ecke as chair of any committee is a disgrace to our town. In his tenure on the TC he has been nothing but disrespectful to the system; with his Outbursts, Finger placement, Constantly complaining that he doesn't get paid for this job and we waist too much time debating. Ecke as Chair of Audit will do everything he can to make the Rs look bad and in return the town will suffer.

  7. Doesnt say much about Tim when he isnt going to think he can handle being a chairman. On top of that, he makes a first time councilor a chairperson. What are we thinking?

  8. That's great! It looks like the new town council has it's act together and is hitting the ground running. What is the new BOE doing? Have they picked a chair, agendas, committees? There's been no news from them since the election. What gives?

    Why isn't Time White a chair of any committee? I expected Tim would at least chair Personnel. Heck, even Ecke got a chair position over Tim White.

  9. The first requirement of a Chair to any committee is to be at the meeting before it starts and stay through the entirety of the meeting. Now you know why Tim is not proposed Chair of any committee.

    I didn't request any. I'm perfectly comfortable with others chairing committees. And I'm confident that when I feel strongly about an issue, my voice will be heard.

    So, you want everyone else to do the work while you criticize them? Does not say much about you as a leader if you are willing to settle as a junior member of the council. I cant wait to hear how you could have done things better in 6 months while forgetting that you were comfortable letting others lead.

    The difference between Tim and DeCaprio is that Tim has a proven track record for asking the tough questions. He does show up for meetings. He doesn't act like a puppet.
    I am fine with Tim not chairing a committee. You don't neeed to chair a committee to be the voice. The chairman of the council isn't the one who makes all the decisions either. They all have the same vote.

    There has been a bipartisan tradition on the Council to appoint a member of the minority party to chair a committee since before I was on the Council.

    Look no further than me. I chaired the Audit Committee for the past two terms as a member of the minority.

    And in my first term (as a member of the majority), I seem to recall Ecke chaired Audit and Diane Visconti chaired Solid Waste.

    I'm comfortable continuing the tradition of bipartisanship.

    Furthermore, I'm confident that I'll make my voice heard when I feel it is appropriate.

  20. If this is the question:

    Did Tim Slocum intentionally not appoint Tim White to chair a committee?

    To take the question at face value, then the answer is "yes" because all appointments made by the Chair will be intentional. But if the underlying point of the question is to determine if Tim S is retaliating against me... or holds some sort of negative view toward me, then the answer is "no."

    As I've said, I'm confident that I'll make my voice heard when I feel it is appropriate.

Prior to 8 years ago, when the D's took over the council, no minority council member was appointed to a chairman position.With 7 Rep council people elected, I believe each of them should have been given a leadership role, not someone who didn't even get elected, but got his seat due to minority representation.

  29. The reason for placing a minority member in a Chairmanship role is to keep them focused and engaged in the process. This action prevents them from sitting back, saying nothing until the last minute and then being critical to the decisions made by the group. In most cases minority members feel they have no input and say because of minority/majority role playing. This helps mitigate the lack of participation on a minority members part.

    Great question. I would hope that the audit committee audit's all budgets and accounting procedures, namely the BOE. Perhaps they can explain how it's possible that the BOE budget is dead on year after year. Warren Buffet would love to know the BOE's secret.

    They do what corporations do, they budget high and at the end of the year spend whatever is left over. If they go over budget, they look like they do not have a clue. If they are under budget, they will get less next round.

  34. A few years back I asked Florio why, when several accounts continually weren't expended to the levels they were budgeted for, did they want to increase those budgeted amount? He got very angry and said that the budgeted amounts are what they'd like to be able to spend.

    As the previous post says, it's obvious the budgeted numbers are higher than they should be. Then towards the end of the year money shifts all around and you're lucky if you can figure out how much was spent. It's a vicious cycle. Hopefully the new boe will be able to control it better.

  35. The Supt is allowed by the BOE to spend the entire amount allocated by the Town Council. So when a specific line item is budgeted for and not spent the excess amount is moved into accounts that have been overspent. This action is an ongoing deal throughout the year and only approved by the BOE at the last business meeting of the fiscal year; last week of June. What should be changed is anytime the Supt wants to or is required to to exceed the budgeted amount of a line item he should be given permission by the BOE before making that expenditure. In simple terms it is called a line item veto. The Supt will not like this as he claims it would hamper his ability to manage to the school system. Yeah, so no worse than what we have in the past.

  36. A budget should be reviewed every month and questions should be asked if there is a 10% VARIANCE. This is the only way you will find out the real costs and expenditures. Some might not like this but it will monitor costs etc.
